Xie Zheng enters the throne room alone, as Qi Min demands. The two men face each other one final time. Qi Min delivers a bitter monologue about the corruption of the system — how he started as an idealist who wanted to reform the government, only to become the monster he fought against. There is a kernel of truth in his words, and Xie Zheng acknowledges it.
